OVERALL SUMMARY

1.1. The Security Coordinator is responsible for ensuring that vessels transiting piracy high-risk areas are provided with approved armed guards and that the highest security standards are maintained in accordance with the IMO and industry best management practices (MSC Res. 324(89), MSC.1/Circ.1339).
1.2. The role requires close coordination with relevant departments, vessels, and external contractors to support security arrangements, risk assessments, and incident communications. The Security Coordinator also assists in evaluating and auditing security service providers, monitoring market cost trends, and preparing regular management reports on the usage and cost of armed guards.
1.3. The position also requires monitoring of developing security scenarios and using the appropriate software to alert the management regarding the security exposure for the vessel and shore-based office staff.

2. AREAS OF RESPONSIBILITY

2.1  Coordination and Operational Support

  • Work closely with the Operations Department and CSO to coordinate and confirm the deployment of approved security guards for vessels transiting piracy High-Risk Areas (HRA).
  • Provide regular situation updates by circulating daily reports on vessels currently transiting or scheduled to transit HRAs.
  • Serve as the main point of contact for the Chartering and Operations Departments on all matters related to armed guards, including availability, costs, and deployment details.
  • Oversee the planning, coordination, and monitoring of armed guard embarkation, voyage activities, and disembarkation in accordance with Company procedures and Best Management Practices.
  • Support the completion of Oil Major security questionnaires for HRA transits and maintain accurate records of vessel hardening and preparedness data.

2.2. Compliance and Documentation

  • Ensure all vessels transiting HRAs fully comply with BMP guidelines and that Masters’ checklists and related documentation are updated and completed prior to each transit.
  • Review Charter Party clauses and requirements regarding the carriage of armed guards, ensuring Charterer obligations are met and required documentation is submitted.
  • Liaise with vessel Administrations and security providers to obtain necessary permits and coordinate timely embarkation and disembarkation of security guards.
  • Provide vessels with clear operational instructions on security guard procedures and communications with providers, agents, Charterers, and port authorities.

2.3. Monitoring and Voyage Oversight

  • Monitor vessel progress, reporting to authorities, and communications with security providers throughout HRA transits.
  • Keep relevant departments informed of vessel status through daily updates.
  • Upon completion of transit, ensure timely processing of invoices from security providers and agents, and provide operators with required documentation for Charterer billing.

2.4. Records and Cost Management

  • File and preserve all relevant communications and correspondence related to security operations.
  • Maintain accurate cost records (e.g., in spreadsheets) for owners’ and Charterers’ accounts.
  • Maintain cost agreements with security providers and reconcile them against actual costs after each transit to ensure transparency and accuracy.

2.5. Provider Audits and Evaluation

  • Assist in auditing new security providers and prepare evaluation reports for Management review.
  • Support regular due diligence audits of existing service providers involved in armed guard and ASEV (Armed Security Escort Vessel) services.

2.6. Security Intelligence and Communication

  • Monitor security-related information from government organizations, maritime administrations, industry sources, and reputable news channels.

Disseminate security updates and piracy incident reports to vessels and internal stakeholders through regular broadcasts.

2.7. Stowaway and Contraband

  • Coordinate stowaway search arrangements at high-risk ports using shore contractors, in line with P&I recommendations.
  • Arrange for contraband search where required and coordinate preventive actions to be employed.
  • Liaise with operators to ensure related costs are properly reflected in voyage accounts and that invoices are reviewed and processed promptly.
  • Prepare and submit quarterly and annual management reports covering armed guard usage, provider performance, stowaway search activities, and overall security costs.

3.  QUALIFICATION / EXPERIENCE

  • Diploma holder and above

This role is responsible for coordinating commercial and Sale & Purchase (S&P) activities with internal stakeholders and external partners to support business objectives.

OVERALL SUMMARY 

  • The function is to support the Marine HR Department in all activities concerning ship staff rotation, manning as per EPS standard headcount and cost-effective crew changes.
    • Arranging and overseeing crew changes to vessels in a manner that is timely, cost effective and respectful to the needs of ship staff.
    • Ensuring all ship staff on board has valid licenses / certifications all the time on board.

AREAS OF RESPONSIBILITY

  • Coordinate, oversee and execute the efficient and cost-effective crew changes (planned or urgent):
    • Arrange reliable and economic flights for all ship staff. Require to give the flight bookings to all travel agents via COMPAS flight booking (auto generate)
    • No Business class flight preferred for any Ship staff (including VMT -Vessel Management Team)
    • Ensure to arrange off signer’s flight destination as per COMPAS.

    • 25% crew change message -When change more than 25% crew change Ensure to send 25% message to vessel, Operations and Technical Supt. copied.
    • Ensure to obtain Provisional Handing Over Notes from vessel 7 working days in advance and forward to Manning office for distribution to the joiners. Archive the Provisional Handing Over Notes under joiners / off signers Personal → Handing Over Note
    • Change of Command message -Ensure to Archive under Joiner / Off Signer Master Voyage Docs → Change of Command.
    • Off signers’ early relief / deduction – Basis early approval and Marine HR remarks, ensure to deduct applicable amount and keep EPS Crew Accounts in loop.
    • All the Oil major Inspection reports required to be forwarded to Marine HR Manager via teams.
    • Ensure to send a thank-you message when crew members get delayed for more than 14 days.
  • Ensure provision of immediate and appropriate medical attention as and when required or reported by the vessel:
    • Minor Medical
      • Ensure to forward minor medical cases to Company Doctor in Mumbai, copying respective group / EPS Marine HR / Marine HR Manager and vessel.
      • Minor Medical include Dental issues, Fever, Headache, Weakness, Skin rashes etc.
      • Ensure to coordinate with Team leader / Manager, Marine HR Operations for all the medical cases.
      • Require opening the Medical tab in COMPAS as soon as receiving the medical message from vessel
      • Update all communication / Pictures / Medicine list promptly in Compas.
      • Archive all the email communication between vessel, Company Doctor, and office in Compas promptly
      • Monitor medical condition regularly, every 2nd or 3rd day and update the medical tab

        • If medically unfit, ensure to obtain the FIT TO FLY CERTIFICATE from the local Doctor.
        • If medically unfit and require hospitalization, handover the medical case to Team leader
        • Ensure to prepare Medical Insurance file and collate supporting invoices and all other documents from port agents.
        • Marine HR PIC at Singapore office will initiate ‘Crew Medical Alert’ to Management and Insurance & Claims Department for serious medical cases where staff needs to be hospitalized or vessel diversion is required.
    • Major Medical / Emergency / Injury
      • Manager, Marine HR Operations will handle the case along with Marine HR Manager and Marine HR PIC in Singapore.
      • Marine HR PIC at Singapore will initiate ‘Crew Medical Alert’ to Management and Insurance & Claims Department for serious medical cases.
      • Ensure to update medical tab and archive all the email messages.
      • Manager, Marine HR Operations will coordinate with local Port agents for daily medical update and update Marine HR Management
      • The Executive Marine HR (Operations) role includes updating the medical tab regularly, booking flights, managing the WhatsApp group, coordinating with the concerned Manning office, and updating the Manning office with flight details. Ensure to prepare Medical Insurance file and collate supporting Invoices and all other documents from Port agents.
  • Ensure all ship staff on board has valid licenses / certificates, in compliance with manning and statutory requirements.
  • Update records promptly and accurately in department database (BULK MOVEMENTS IN COMPAS).
  • Shipboard application attended timely
    • Attend to all ship staff queries and ensure replies are sent to each sender promptly in compliance with QSM requirement

    • All the queries need to be attended to 72 hours upon receipt
  • Office briefing
    • Plan and arrange office briefing at EPS head office for Masters / Chief Engineers joining vessels as required by company’s procedures.
    • All New hire Masters / Chief Engineers should attend 2 days (full working days) prior joining.
    • Ensure that Masters / Chief Engineers get provisional handing notes prior departure home country.
    • Ensure to update concern Manning office timely to process Singapore / UK visa whichever required.
  • Office debriefing / visit
    • VMT (Vessel Management Team), Junior officers, Cadet – Whenever, they disembark the vessel at Port Singapore, ensure to check with Marine HR PIC in Singapore and arrange their Office debriefing (case to case) and office visit during working day / hrs. Need to check via respective teams’ folder and confirm this.
    • Once Marine HR PIC confirms, need to update the vessel.
  • Online briefing
    • VMT (Vessel Management Team) cases, where operations / technical team requests an online briefing prior joining with concerned Office Superintendent
    • Marine HR Operations vessel PIC is required to coordinate with the Office Superintendent to schedule a suitable time and then coordinate with relevant VMT member through the Manning office to arrange the online briefing.
    • Preferably use Microsoft Teams for the online briefing as it allows for scheduling at an agreed time and sending the link to the Superintendent

    • Cape town and South African Ports – Whenever planning the crew changes, ensure to complete ISPS / vessels inward clearance at least 5 working days in advance.
    • Australian Ports – All the sailing members (including Superintendent / Technician) should hold a valid MCV -Maritime Crew visa.
  • Parallel sailing / Extra members on board

Job Description

1.1  Read all messages pertaining to individual vessels and alert Operations, Chartering Officers, Operations Superintendents, Disbursement / Billing Coordinator and Insurance & Claims Department of matters that warrant their attention.

1.2  Attend to all operational related queries / issues from internal and external customers/contractors.

1.3  Monitor Port Movements. Update IMOS operations module, Voyage Manager and Position list.

1.5  Plan, coordinate and monitor the 3 phases of time charter (pre-time charter, during time charter and prior completion of time charter): –

a)     Pre Time Charter

    • Send charter party to Master at the earliest possible.
    • Ensure delivery notices are served on time.
    • Provide Sailing instructions to the Master, where applicable.

b)     During Time Charter

    • Obtain necessary LOI(s) when required.
    • Negotiate and appoint agent for husbandry matters.
    • Coordinate communication between parties involved in Charter.
    • Ensure Time Charter hire is billed promptly.
    • Prepare invoice for Charterer’s expense and bill them promptly.
    • Archiving of all messages pertaining to Operations during the Charter starting from Pre-Time Charter duration until Completion of time Charter.
    • Prepare Off hire/deviation statement, if any off hire/deviation during the Charter.
    • Carbon Intensity Indicator (CII) reporting to Charterers.

c) Prior Completion of Time Charter

    • Ensure redelivery notices are received on time.
    • Arranging Bunker/Condition survey

1.6  Other duties as specified below:

    • Arrange weather routing when confirmed by Operations Superintendent/Manager.
    • Liaise with Technical Department for technical attendance/survey and for all technical queries.
    • Liaise with Insurance & Claims Department for AWRP / Breach in INC / Claims etc when applicable.
    • Liaise with Security PIC when vessels require armed guards for HRA transit / or stowaway searches.
    • Appoint as and when required the following functions: Sea Pilots, Bunker Surveyors, Cargo Surveyors.
    • Crosscheck accuracy of updated port console by the Disbursement.
    • Other duties as required by Superintendent/Manager.

Qualifications / Experiences

  • Diploma holder and above
  • 1-2 years relevant working experience in shipping industry
  • Basic IT knowledge, e.g. Microsoft Word, Excel, Email
  • Good communication skills – spoken and written English
  • Ability to work under pressure
  • Teamwork and time sensitive.
  • Preferably with shipping knowledge.
