The Seafarers Care and Well-being Officer is responsible for ensuring the physical, mental, and emotional well-being of seafarers employed in EPS Fleets. This role involves developing and implementing programs, policies, and support services to promote a positive work environment, address the specific needs of seafarers, and provide assistance in times of difficulty or crisis.

AREAS OF RESPONSIBILITY

  • Well-being Program Development
    • Develop and implement comprehensive well-being programs and initiatives to support the physical, mental, and emotional health of seafarers. This includes organizing workshops, training sessions, recreational activities, and stress management.
    • Manage EPS crew-related well-fare programs such as Long Service Award program, Scholarship programs, sending the birthday wish messages, and crew performance bonus etc. Promote the crew participation in Beekeeper.
  • Policy and Procedure Development
    • Create and maintain policies, processes, and procedures related to seafarers’ care and well-being, ensuring compliance with maritime regulations, industry standards, and best practices.
    • Develop protocols for addressing medical emergencies, crisis intervention, conflict resolution, and gender-specific needs.
  • Wellness Assessments and Surveys
    • Conduct regular assessments and surveys to evaluate seafarers’ well-being, satisfaction levels, and areas for improvement.
    • Gather feedback from seafarers through anonymous surveys, focus groups, and one-on-one interviews to identify emerging trends and tailor support services accordingly.
  • Support Services Coordination
    • Coordinate access to a range of support services for seafarers, including medical care, counselling, family assistance, and emergency response.
    • Serve as a point of contact for seafarers to raise concerns, seek assistance, and access confidential counselling and support when needed.
  • Women Seafarers’ Support
    • Provide specialized support and assistance to women seafarers, including addressing gender-specific concerns, promoting gender equality, and ensuring a safe and inclusive work environment.
    • Serve as a designated contact person for women seafarers to raise concerns, grievances, and seek guidance on issues related to their well-being.
  • Training and Awareness Initiatives
    • Conduct / develop training sessions and awareness programs for seafarers and crew members on topics such as mental health awareness, stress management, conflict resolution, and gender sensitivity.
    • Promote a culture of well-being, mutual respect, and support among crew members onboard ships.
  • Crew Complaints and Grievances
    • Follow up on crew complaints and grievances, including cases reported on Whispli, ensuring timely and appropriate resolution.
    • Maintain clear documentation of complaints, actions taken, and resolutions while preserving confidentiality.
    • Provide confidential counselling and support services to seafarers facing personal or work-related challenges and offer guidance, resources, and referrals to external support services as needed.
  • Family Assistance Programs
    • Follow up on crew complaints and grievances, including cases reported on Whispli, ensuring timely and appropriate resolution.
    • Maintain clear documentation of complaints, actions taken, and resolutions while preserving confidentiality.
    • Provide confidential counselling and support services to seafarers facing personal or work-related challenges and offer guidance, resources, and referrals to external support services as needed.
  • Compliance and Reporting
    • Ensure compliance with relevant maritime regulations, industry standards, and international conventions related to seafarers’ care and well-being. Maintain accurate records, documentation, and reporting mechanisms for tracking well-being initiatives, incidents, and outcomes.
  • Complete any other tasks and assignments given by the Management to support the overall well-being and safe and efficient operation of EPS vessels.

QUALIFICATION / EXPERIENCE

  • Bachelor’s degree in psychology, social work, public health, maritime studies, or a related field
  • Previous experience in counseling, social services, healthcare, or maritime operations, preferably in a seafaring or maritime environment.
  • Strong interpersonal skills and empathy, with the ability to build rapport and communicate effectively with individuals from diverse backgrounds.
  • Knowledge of maritime regulations, industry standards, and best practices related to seafarers’ care and well-being. Ability to work independently, prioritize tasks, and handle sensitive and confidential information with discretion.
  • Certification in counseling, crisis intervention, first aid, or related areas is desirable.
  • Fluency in English (additional languages a plus) with excellent public speaking skills.
  • Willingness to travel and work flexible hours, including weekends and holidays, as needed.

  • The function is to manage the marine operations activities of vessels to achieve a safe & efficient carriage of cargoes, consistent with:

The primary responsibility of this position is to serve as the central point of contact (PIC) for all Marine HR matters pertaining to the assigned vessels.   • Support the recruitment process by screening and shortlisting crew applications received from manning offices.
  • Conduct comprehensive background checks, including verification of past employment history, to ensure compliance with company standards. Collaborate with manning offices to clarify license certificate statuses and address any significant medical issues.
  • Assist in scheduling timely interviews for eligible candidates.

Vessel Manning and Scheduling:

  • Plan, administer, and monitor Ship Staff rotation, pooling, and team migration for efficient manpower deployment and utilization.

Provide monthly reviews of VMT new hire requirements to the Marine HR Manager, considering the present fleet size and expected fleet additions or deletions over the next 12 months.
  • Evaluate potential promotion candidates into VMT ranks, taking into account fleet size and available VMT staff. Upon approval of New Hires received from Fleet/Technical Managers and the Marine HR Manager, send approval messages to the Manning offices and assign ship staff based on readiness.

Documentation / Process Compliance and Enhancement:

  • Maintain an efficient documentation system for all new hires and rejoinders, including qualifications, certifications, and experience, for reference, planning, and audit purposes.
  • Assist in ensuring accuracy in ITF renewals and documentation. Support the Marine HR Manager in handling crew management matters related to CBA and interactions with crew unions.
  • Ensure vessels meet MLC requirements and EPS manning standards at all times, promptly highlighting any non-compliance issues to the Marine HR Manager.
  • Administer, review, and enforce ISO procedures and requirements for Marine HR processes, including following up on NCRs and other ISO documentation and procedural requirements relevant to Marine HR activities.

  • Plan and manage office training sessions for eligible candidates aspiring to be promoted to the ranks of Master and Chief Engineer. This includes overseeing arrival formalities, arranging accommodations, and maintaining detailed records.
  • Review crew appraisals for VMT ranks and potential candidates for promotion to 2/O and 2A/E positions, identifying any exceptions and promptly reporting them to the Marine HR Manager for the next course of action.   • Assist in reviewing crew evaluations for other ranks apart from VMTs and Promotable 2/O and 2AE from vessels as required and identify any exceptions and promptly reporting them to the Marine HR Managers for the next course of action.
  • Contribute to the planning and management of career and competency development for our pool of ship staff to establish an ‘Employer of Choice’ reputation in the industry.
  • Review and follow up on comments provided by Superintendents and Port Captains for necessary action.
  • Ensure timely responses to shipboard queries for VMT ranks and promotion-related inquiries for 2/O and 2A/E, consulting with the Marine HR Manager as required.
  • Assis if assigned in training and guiding other Executives in Marine HR team to perform their duties and responsibilities effectively.
  • Perform any other tasks assigned by the Management from time to time.

QUALIFICATION / EXPERIENCE

  • Min Diploma (for local employees)
  • At least 3 years’ experience with Marine HR related matters onboard ships or ashore
  • Sailing experience with EPS preferred
  • Adequate IT knowledge, e.g. Microsoft Word, Excel, Email
  • Good communication skills – spoken and written English
  • Good appreciation and dealing of cultural diversity
  • Good knowledge of Fleet Marine HR processes and operations

QUALIFICATION / EXPERIENCE

  • An ex-company employee with minimum 6 months as a Chief Engineer sailing onboard company vessel

OVERALL SUMMARY

The function is responsible for fulfilling the Charter Party requirements of the spot voyage and time charter fixtures, maintaining our reputation as a ‘Shipper of Choice’ and customer satisfaction while keeping voyage related expenses within acceptable levels.

 

AREAS OF RESPONSIBILITY

  • Read all messages pertaining to individual vessels and take action as required
  • Monitor vessels movements and update on applicable software for Operations Module
  • Archive all your vessel E-Mails on a regular basis using Voyage File
  • Responsible for executing voyage related activities starting from Pre–Fixture Planning stage to the Post–Fixture stage involving Claims and Demurrage submission
  • Upkeeping of vessel trading certificates, plans and Q88 information

SPOT VOYAGES

Pre – Fixture:

  • Liaise with Chartering Officer in answering to Charterer’s Queries
  • Send vessel’s Q88, trading certificates and fill up questionnaires as required by Charterer’s and send it to them
  • Ask vessel for stowage plan and send it to charterer’s after getting the same approved from the Operations Superintendent
  • Completing online surveyors and Questionnaires on various platform when required

Vessel Fixed and Subjects Lifted:

  • Get the Fixture Recap from Chartering Officer and study the same along with the C/P and Rider Clauses
  • Forward the Fixture Recap + Riders + Base CP to the
  • Liaise with brokers to get the voyage orders (including narrowed laycan if applicable) and forward the same to Master after going through it and making sure that the same is in line with the
  • Follow up with Master for the final stowage plan and forward the same to Charterer’s after approval by the Operations Superintendent
  • Appoint Agents as required via Outsourcing company
  • Obtain the authorization from the Fleet GM/his designate for making timely PDA remittance to the agent’s account
  • Execute the voyage while always ensuring that legal aspects and liabilities are complied with
  • Provide proceeding instructions to Master as to what speed / consumption the vessel should comply with
  • Follow up on discharge orders and Letter of Indemnity (LOI) with the brokers

On Voyage Completion – Post Fixture:

  • Ensure all Cargo Documents have been received from the Agent and Master
  • Calculate Demurrage and Submit to Post Fixtures as required
  • Reimbursement of Claims from Charterer’s if any
  • Prepare Voyage Result of vessel and submit to Operations Manager

TIME CHARTER VOYAGES

Pre Time-Charter:

  • Liaise with Commercial for all pre-fixture queries and provide all Certificates, Questionnaires as required
  • Send C/P + General Time-charter and Delivery instructions / certificates templates to Master
  • Ensure Delivery Notices are served on time

During Time Charter:

  • Obtain necessary LOI(s) when required
  • Negotiate and appoint Agents for husbandry Arrange for PDA remittance if required
  • Coordinate communication between parties involved in Charter
  • Ensure Time Charter hire is billed promptly
  • Also ensure Bunker ROB’s and other items as per C/P are billed
  • Submit / Complete questionnaires as required by charterers during their voyage fixtures
  • Carry out compliance checks / STS clearance as required

Prior Completion of Time Charter:

  • Ensure delivery notices are served in line with C/P hire period

OTHER DUTIES

  • Update TIME-Bar for all your
  • Appoint Owner’s Agent and arrange PDA remittance as and when required
  • Liaise with Insurance Department as and when a vessel enters War Risk Area keeping them informed if the same in on Owners A/C or Charterer’s A/C
  • Liaise with Security regarding embarkation and disembarkation of Security Guards
  • Appoint Pilot, Local Superintendent, Bunker Surveyor as and when required
  • Obtain various LOI(s) from Charterer’s as required
  • Initiate Freight Billing (To be done once signed Bill of Lading and firm discharge order is available)
  • Update IMOS system promptly

Qualifications / Experiences

  • Diploma holder and above
  • 1-2 years relevant working experience in shipping industry and preferably 1 year of sailing stint onboard vessel
